Venezuela to impose tax up to 25% on purchases in foreign currency
CARACAS (Reuters) - Venezuela will begin applying an extra sales tax on purchases of goods using foreign currency under a law approved this week by the government-controlled Constituent Assembly. Venezuelans have increasingly taken to using dollars or euros for day-to-day transactions, as hyperinflation erodes the value of the crisis-torn country's bolivar currency. Part of the appeal of Baby Yoda, our collective name for the Mandalorian character officially known as The Child, was that he came into our lives almost entirely merch-free. Both the showrunners and Disney CEO Bob Iger believed that The Mandalorian's biggest surprise would be ruined by the long lead times and inevitable leaks inherent in the figurine businesses. Baby Yoda could have been the hottest toy of Christmas 2019. Instead, for a few months, we were able to bask in the joy of something all too rare: an uncomplicated, noncommercial love for a fictional creation.
But Disney, lest we forget, is a for-profit, publicly-traded company that is legally obligated to create more value for its shareholders every year. And so, in 2020, the stormtroopers from sales struck back. They cracked down on Etsy sellers making a crust with their Baby Yoda homages. There’s very little chance the James Webb Space Telescope will meet its deadline
The saga of the James Webb Space Telescope is a long and sad one. The high-powered space-gazing tool has been in development for decades and was originally planned to launch way back in 2007. Over time, the list of changes, delays, and missed deadlines piled up, and based on a new report from the United States Government Accountability Office, that trend is likely to continue.
As Ars Technica reports, the telescope's current planned launch date of March 2021 is now little more than a pipe dream. Despite what NASA says, the government oversight group believes there's only a 12% chance that the telescope will actually meet its planned date.

Amazon quietly publishes its latest transparency report
Just as Amazon was basking in the news of a massive earnings win, the tech giant quietly published — as it always does — its latest transparency report, revealing a slight dip in the number of government demands for user data.
It’s a rarely seen decline in the number of demands received by a tech company during a year where almost every other tech giant — including Facebook, Google, Microsoft and Twitter — all saw an increase in the number of demands they receive. Only Apple reported a decline in the number of demands it received.
Amazon said it received 1,841 subpoenas, 440 search warrants and 114 other court orders for user data — such as its Echo and Fire devices — during the six-month period ending 2019.
That’s about a 4% decline on the first six months of the year.
The company’s cloud unit, Amazon Web Services, also saw a decline in the number of demands for data stored by customers, down by about 10%.
Amazon also said it received between 0 and 249 national security requests for both its consumer and cloud services (rules set out by the Justice Department only allow tech and telecom companies to report in ranges).
At the time of writing, Amazon has not yet updated its law enforcement requests page to list the latest report.
Amazon’s biannual transparency report is one of the lightest reads of any company’s figures across the tech industry. We previously reported on how Amazon’s transparency reports have purposefully become more vague over the years rather than clearer — bucking the industry trend. At just three pages, the company spends most of it explaining how it responds to each kind of legal demand rather than expanding on the numbers themselves.
The company’s Ring smart camera division, which has faced heavy criticism for its poor security practices and its cozy relationship with law enforcement, still hasn’t released its own data demand figures.

Mark Zuckerberg, founder of the company that invented the like button, says his goal isn't to be liked — he just wants to be "understood."
During the company's fourth-quarter earnings call, Zuckerberg suggested that he intends to change his tone in order to address the company's increasingly vocal critics. The CEO said that, in the past, Facebook has prioritized not "offending" people rather than "communicating our principles."
"One critique of our approach for much of the last decade was that because we wanted to be liked, we didn't always communicate our views as clearly because we worried about offending people," he said during the earnings call. Self-driving Waymo minivans will assist UPS with deliveries
It's not just people who get to experience self-driving minivans in the Phoenix area.
On Wednesday, Google spin-off company Waymo announced a partnership with UPS, the package delivery service. Soon, Waymo's self-driving Chrysler Pacifica minivans will be moving packages around instead of humans. The autonomous driving company is more than a one-trick pony, expanding beyond its robo-taxi service in the Phoenix area called Waymo One.
It's only in the Phoenix area to start, but Waymo vehicles will pick up items from UPS Store locations in Phoenix and bring them to a UPS facility in Tempe, just outside the city. Read more...

Google just took a dramatic step in response to the coronavirus outbreak
Google is stepping up its response to the coronavirus outbreak in China, confirming today that the search giant will temporarily shutter of all of its offices there as well as in Hong Kong and Taiwan.
The offices are actually already closed as a result of the Chinese Lunar New Year. Google, however, has decided those offices will remain closed indefinitely, part of a multi-faceted response to the virus from the company which has also included restricting its business travel to China and Kong. Finally, Google is pressing employees in the country to work from home for at least two weeks.

Google has developed or acquired a large number of useful apps over the years, unifying them all under your Google account. Search, YouTube, Gmail, Google Maps, Waze, Android, Assistant, and many others are all available using the same login, making Google one of the best provider of free services in the world — free, of course, means that you’re paying with your data, but that’s a trade-off many of us are comfortable making.

Tesla to begin deliveries of Model Y by end of first quarter
Tesla said Wednesday that production of the Model Y started this month with the first deliveries of the all-electric compact crossover to begin by the end of the first quarter as the company pushes to extend its profitability streak.
Production of the Model Y is at limited volume for now, CEO Elon Musk said during a call after earnings were released. Musk added that Tesla’s engineers have been able to increase the maximum EPA range of the all-wheel drive version of the Model Y to 315 miles. It was previously estimated at 280 miles.
Tesla reported Wednesday net income of $105 million, or 56 cents a diluted share, compared with $140 million, or 78 cents a share, in the same year-ago period. Tesla reported revenue of $7.38 billion, 17% higher than the third quarter, but just 1% higher than the $7.2 billion generated in the fourth quarter of 2018.
Tesla indicated in its fourth quarter report that it will turn to China and Model Y for revenue growth as deliveries of its higher profit margin Model X and Model S decrease. Tesla delivered 19,475 Model S and Model X in the fourth quarter, a 29% decline from the same period last year. Meanwhile, deliveries of Tesla’s cheaper Model 3 vehicle continued to climb. Tesla delivered 92,620 Model 3 vehicles in the fourth quarter, a 46% increase from the same period in 2018.
The Model Y is being produced at Tesla’s Fremont, Calif. factory, settling a long-running discussion within the company over where to build the upcoming vehicle. Tesla had also looked at producing the vehicle at its massive factory in Sparks, Nev., where it currently builds battery packs and electric motors.
Tesla said it will ramp up production of the Model Y gradually as it adds machinery through mid-2020. Once these expansions are done, installed combined Model 3 and Model Y capacity should reach 500,000 units
per year, the company said.
Tesla intends to eventually produce the Model Y in China, as well. The company’s Shanghai factory has capacity to produce 150,000 Model 3 vehicles. Tesla has broken ground on the next phase of its Shanghai factory, which will produce the Model Y.
“Given the popularity of the SUV vehicle segment, we are planning for Model Y capacity to be at least equivalent to Model 3 capacity,” the company said.

Google Translate will soon be able to transcribe audio
Google's translation tech is about to get even more powerful.
The company will soon add a new feature to its Translate app that makes the service even more like an actual human translator: transcriptions. The feature is expected to roll out to the Android version of the Translate app in the next few months (Google hasn't said when an iOS version might be available to iPhone users).
The feature is similar to how real-time transcription works in Google's Recorder app, except that it's also translating the speaker's words (into whatever specified language) rather than simply transcribing them. So, if you're in a meeting or a lecture, the app will be able to, almost instantly, generate a translated transcription of the speaker's words as you listen along. Read more...

Thanks to Google, flashing Android builds on your Pixel just got much easier
Getting AOSP onto Pixel devices has not always been that straightforward, yet it’s often a necessity for developers. Google wants to make the process a lot simpler so devs can get to work that much easier. Over on the Android Developers Blog, Google just announced the new Android Flash Tool which lets you flash stock AOSP onto your Pixel device from within your browser.
Users will still have to manually enable USB debugging, unlock the bootloader, and install the ADB drivers onto their computer. Once that is done, the new Android Flash Tool will do the rest. All you need to do is go to the Android Flash Tool website, connect your Pixel device with USB debugging enabled, grant the website permission to access your ADB keys, select your device, and search for the builds you want. Then, you just send the files over, and the deed is done.

The tool also gives users the ability to disable verification, force-flash all partitions, and a few additional options. Any browser that supports WebUSB should work with the tool, including Google Chrome. Other browsers based on the latest Chromium builds should also work unless they strip out this functionality for some reason. This includes the new Microsoft Edge, Brave, and Vivaldi.
Apart from Pixel devices, the Android Flash Tool is also compatible with the HiKey reference boards, but we don’t know if Google plans to open this functionality up to other devices or not. We hope Google builds upon the Android Flash Tool’s capabilities. It would be cool to see the website add support for more devices, include the ability to flash custom ROMs, or even just let users flash the latest security updates. Until then, this is a great tool for professional Android devs, even if its functionality is a bit limited.
